The State of Michigan has formally authorized the creation of the Michigan Cyber Civilian Corps to assist the state in responding to cyber emergencies, and potentially to respond to requests from local/regional governments, educational institutions and health/medical concerns. The Michigan Cyber Civilian Act (Public Act 132 of 2017) was signed in October, takes effect in Jan 2018, and requires publication of standards and processes both for membership and for requesting services from the Corps. As of the writing of this abstract, details are still being finalized, but the foundations have been in progress for a few years. Other states are looking to Michigan as a model for their own efforts; this presentation by the program leader will review experiences and offer suggestions for those interested in creating something similar in their own states. Open source is for government too!

G. W. Ray Davidson, PhD, is the former dean of academic affairs for the SANS Technology Institute. He continues to serve as a mentor, subject matter expert and technical reviewer for the SANS Institute and holds several GIAC certifications. Ray started his career as a research scientist and subsequently led global security projects for a major pharmaceutical company. He has taught at the college level and cofounded a security startup. He is currently leading development of the Michigan Cyber Civilian Corps.
