Overview: this brief presentation will explore a
different view into the window of resilience, touching both a personal and
professional perspective. Using the June 29th Derecho storm that impacted 11
states and Washington, DC, the presenter gives an unusual insight into
preparedness, planning and response initiatives that can provide insight into
enhancing one’s personal skill set. The attentive ear is afforded the
opportunity to expand their personal collaborative web; gaining new knowledge,
and if applied properly, can create new wisdom.

Mr. Minear is a member of the West Virginia National Guard - Military Authority,
serving as Deputy Director – Critical Infrastructure Protection Programs for the
Joint Interagency Training & Education Center ((JITEC). Bill has 35 years of
public safety (law enforcement, fire/rescue, emergency medical services) and
private industry (security, safety & health, industrial hygiene) experience. He
provides leadership coaching, mentoring and guidance to organizations and
companies in all facets of protective services and emergency preparedness,
planning and response. He is currently providing leadership support to State and
National critical infrastructure protection programs while assigned to the West
Virginia Intelligence Fusion Center.
Bill graduated from West Virginia University-Parkersburg in 1983 with a degree
in Fire Science and Safety Technology and completed a Regents Bachelor of Arts
in 2002 from Glenville State College. He has continued his education by earning
his Master of Science – Strategic Leadership in 2006 from Mountain State
University. Bill is a candidate pursuing his Doctor of Executive Leadership,
serving in the Academic Fellows Program with the School of Leadership &
Professional Development at Mountain State University and University of
Charleston. He is a 2012 graduate of the Rescue Institute’s Certified Mastermind
Executive Coach program.
A Board Certified Protection Professional with ASIS International, Bill has
served as Chairman and Co-Chairman of the ASIS International Fire & Life Safety
Council. In March 2011 he was selected to serve as a member of the U. S.
Department of Homeland Security’s State, Local, Tribal, & Territorial Government
Coordinating Council (SLTTGCC), serving two years prior as a subject matter
expert for critical infrastructure programs. He is a 1982 graduate of the West
Virginia State Police Academy – 42nd Basic Program, and a 1997 graduate of the
Executive Protection Institute – Class 41, earning certification as a Personal
Protection Specialist. He serves on the Board of Directors for the Academy of
Security Educators and Trainers (ASET) and is a current Instructor for the
Executive Protection Institute (EPI). Bill holds adjunct faculty positions with
the West Virginia State Police Academy, Mountain State University, and West
Virginia Department of Education - RESA Public Safety Training.
